  1. At launch: 5% of the $ROT supply is held in the dev wallet as a community treasury.
  2. Locked for 2 weeks: the treasury can't be moved or sold. The lock proof will be posted here and on @rotdotfun.
  3. After the lock: the community votes on what the treasury is used for.
